Dave Portnoy, the founder of Barstool Sports, is worth hundreds of millions of dollars.
Dave Portnoy loves Michigan football.
Michigan has no quarterback.
Earlier this week, Portnoy vowed to spend "millions" (up to $3 million per year) to bring a "top 10" quarterback to Michigan every year, via the transfer portal.
How would this work?
Portnoy could sign a quarterback to a $3 million/year deal via Barstool Sports and have them film some commercials and make some appearances on podcasts, etc.
This would all be strictly legal according to the rules of college football.
So, technically speaking, Portnoy could sign a quarterback like Arch Manning to a NIL (Name Image Likeness) deal, provided that Manning transfer to Michigan.

This is the current state of college football.
Players no longer have to prove why they need to transfer schools in order to enter the transfer portal. In the past, players would have to sit a full year unless they could prove that hardship at their current college.
With the current system, some players will play at multiple schools over their college career.
Cam Ward, currently one of the top quarterbacks in college football, will end up playing for three different colleges (Incarnate Word, Washington State, Miami) before he joins the pros.
Top players are being offered multi-million dollar NIL deals to transfer and this will only get more and more lucrative for the players going forward.
Fans are literally setting up fund-raising campaigns to attract top names to their colleges via NIL deals.
The day is coming when a rich alumni of a college offers a top player eight figures plus per year to transfer to their college. It's coming, and sooner than you think.

For Dave Portnoy, his reach is massive and his multi-million dollar offer will get taken very seriously by perspective transfers. I have no doubt that a top QB will enter the portal and transfer to Michigan for next season - the question is, which one?
